Conservation
As a water district that relies primarily on imported water supplies, Moulton Niguel Water District has been a long-time proponent of water efficiency and the wise use of water resources.
Making Conservation a Way of Life:
MNWD's 12 Permanent Water Use Rules
- Irrigation of lawns, landscapes or other vegetation is prohibited between the hours of 10:00 a.m. and 5:00 p.m
- Watering is limited to no more than 15 minutes per day, per station. This does not include drip irrigation or high-efficiency sprinkler systems.
- Excessive watering resulting in runoff is prohibited
- No hosing down hard or paved surfaces
- All major leaks, breaks or malfunctions must be fixed in a timely manner
- Fountains and decorative water features must use re-circulated water
- A bucket or hose with a positive shutoff nozzle must be used when washing vehicles
- Restaurants will serve water only upon request
- Hotels must provide the option to not launder linens daily
- New water service will not be provided to structures using single-pass cooling systems
- New commercial laundry and carwash systems must install recirculating potable water systems
- Restaurants are required to use use water conserving dish wash spray valves

As early as 1965, Moulton Niguel began a progressive program in recycling wastewater to be used for alternate purposes such as irrigation. With its commitment to recycled water and the investment in recycled water facilities, Moulton Niguel is able to supply nearly 25% of its customers water needs from the Recycled Water Program rather than utilizing valuable, imported drinking water. Today, an average of 8.54 million gallons of recycled water is delivered each day, saving a like amount of potable water each day.
Moulton Niguel is one of the original signatories of the Memorandum of Understanding Regarding Urban Water Conservation in California and participates in the Best Management Practices reporting overseen by the California Urban Water Conservation Council. In addition, the District has provided a number of opportunities for its commercial and residential customers to participate in water efficiency programs. These programs include:
